Project Objectives

The overall objective of the project is to strengthen universities’ capacities for improved access, use and application of ICT for social development and economic growth in Mozambique.

The society and economy largely depend on highly motivated and well educated young people who possess the necessary tools to contribute to the development of the country. Especially for the capital city of Maputo, maintaining a high quality education system and an active scientific research community to address the country’s challenges is necessary. Establishing information and communication technologies is one of these challenges, which can create a major positive impact on the society in Mozambique and can help develop the country. The goal of this project is to strengthen information and communication technology (ICT) for Mozambique through the strengthening of institutional capacities in higher education and research for development. This general objective will be achieved by four specific objectives:


Objective A

Improving university infrastructure to provide the basis for a high quality study program and research activities.

Support for the improvement of the infrastructure of DMI through the purchasing of equipment needed to establish a IT and geographic information system (GIS) research and education lab will provide the necessary technology for quality educational and research activities at UEM.


Objective B

Developing educational programs by improving the quality of teaching, learning, research and gender equality.

Facilitate collaboration and exchange between project partners and core faculty members of UEM to further enhance academic programmes. This will be accomplished by strengthening the capacities of the academic staff through joint workshops with Austrian researchers from TUW. The curricula and teaching methods in the existing study programmes will be substantially enhanced through this collaborative effort. In all phases an effort is made to create a gender -equal environment that enables and encourages female and male students alike to participate in the IT-related study programmes. This objective includes a component for improving research management methods and supports the dissemination of all jointly developed knowledge in capacity building to other educational institutions where applicable.


Objective C

Establishing a sustainable partnership between UEM and TUW to collaborate on projects and research outputs relevant to the needs of the university and strategic economic sectors in Mozambique for rural development and poverty reduction with ICT.

Build a joint sustainable research lab (with researchers from both UEM and TUW) that will support student creativity and academic goals, and provide a platform to collaborate on applying information technology approaches to poverty reduction. In order to apply ICT towards social development and economic growth, an active research community is needed. The transfer office will be responsible for the communication with the selected target groups. During the project all decisions will be made within the coordination meeting.


Objective D

Enhancing the local intellectual property transfer office at UEM to guarantee the application of
research findings to the society and economy, leading to sustainable social development and economic growth after the project period.

Enhancing the local transfer office is required to aid in the future financing of the study programmes and the research projects. The goal of Objective D is to strengthen capacity in Intellectual Property in order to become more financially sustainable. The knowledge and methods of the existing transfer office will be enhanced through training and collaborative efforts. Based on the joint workshops, the suitable business models and partnerships will be jointly developed and executed by the transfer office.
